The press release refers to H.R. 4154 to highlight forthcoming tax cuts:
All totaled, the Democratic-led 111th Congress has enacted more than $800 billion in tax cuts, with another $285 billion making their way through Congress, such as permanent estate tax relief and the R&D tax credit to spur business innovation. . . .

On one hand, by stating that $285 billion in tax cuts is “making their way through Congress,” the press release invites optimism. On the other hand, it is potentially misleading because it looks at estate tax reform through rose-colored glasses.
